How much to start a small online retail business?

Author: Please ONLY answer if you HAVE an online business. Basically, I just need to know what an average monthly price should be for a website that can support a business and have enough bandwidth without causing slow usage. Also, if you have any suggestions for where I should host my domain that would be great. Lastly, if you have started and online retail business please share some tips which could help my effort.
I run 5 websites (none in retail though). I can say that this is a hard question to answer. Clearly, overstock.com will cost more to run than joesglass.com. I personally use bluehost.com for hosting, so my monthly expense is under $10 for all 5 sites (non-retail though…). I see anywhere from 8k to 20k visitors monthly with no speed issues. You should probably look into some e-commerece software solutions like this:

It looks like their starter package is about $40/month, and its scalable in case your business grows unexpectedly.

How do you start an online consignment business?
I have an idea for an online consignment store. I don’t have many items at this time, so there is no stock yet. What would you suggest as a starting point (besides getting the website set up)? And do you need a business license for an online business?
I recommend checking out the SBA, Entrepreneur, The Start Up Journal & Nolo. All 4 are great informational resources for the new/small business owner. I posted links for you in the source box. These 4 sites should get you on your way in terms of what needs to be done (e.g. licenses, permits, taxes, etc.)
Associations may be a good avenue to explore as well. These organizations will address many of the thoughts, questions and concerns you’ll inevitably have as well as many you haven’t anticipated yet. See the source box for some relevant links.
Research, research, research – this cannot be stressed enough. Read as much as you can about the industry. Here are some book titles that are relevant:

How to start online business? Do you have to register or pay before starting an online business? Is it free?
Do you need a business license to do business online? Or do you have to register or pay for a certain fee to start online business? And also, what are the steps to start begin an online business?
My suggestion is to do some research on the subject before starting. Check with your local Chamber of Commerce, the Secretary of State, the Small Business Administration. Read up on it — go to your local library, check Amazon, etc. Write a business plan — there are plenty of books available on this subject.
Prior to investing your time, money & effort into an online business name, it is strongly advised that comprehensive research be conducted to ensure that the name you’re interested in is truly available.
This entails searching the pending & registered Federal and State trademark files as well as the US National Common-Law files. Then, if clear, you can decide if you would like to file for a Federal or a State trademark.
Research is needed to make sure your trade name is legally available, before opening, before expansion, before incorporation or before designing your logo. Similarities in sound, appearance and meaning affect you too!
There are 16+ million trade names in use in the United States. Similar names matter, if close in sound, appearance or meaning. Similar names in related classes, distribution channels and customer matter too. You are affected by Common Law use (14 million), State Trademarks (500,000) and Federal Trademarks (2 million).
How do you legally start an online business or service?
I want to offer online classes in Religious Studies subjects after I graduate with my degree in Religious Studies. I would charge maybe $10 or $20 per person per class, and offer subjects such as: Introduction to World Religions, Learn to Read and Write Hebrew, Introduction to Judaism, Introduction to Ancient Religions, etc.
I myself took an online Taoism class like this, and really enjoyed it.
But how do you do this legally? Do you have to get a business license? How do you do taxes? What else do I need to know about starting an online business?

What % of revenue you spend on advertising for your online business?
I am new to selling online. If you own an online business, what % of income (from this online business) you would be using for online marketing? Is there a normal range — say 20-40% to keep the business running, and more than 80% to grow the business more aggressively?

I don’t like very much the approach of focusing in "how much" before having a very good idea about "what", "to whom", "how", and "why".
The way I like doing this is:
1) I think about the target market (who do I want to send the message to?)
2) I think about ways to reach the target marketing: the media they use, the language they like, the keywords they use, etc.
Once I’ve defined the target public and the product, I can think about message options (what to say and how to say it). Each message option has its own cost and limitations and that is the point where I start thinking about budget.
As you see, each marketing action has its own cost and it doesn’t have much to do with your income. This situation is even worse at the very beginning when your income is expected to be lower.
