You dont really give a lot of information here, but If I were you I would start by moving into a financial analyst roll, maybe then to a controller, from there you will have more opportunity to do some higher level strategic type things, if you are successful keep building on that.

Your situation is very common. I work in HR and it’s something that employees that I’ve worked with have asked for as well. It is difficult to do an outright transfer because the receiving manager tends to be skeptical until they can see some of your work. So if you can’t do an outright transfer then you may want to consider some of the following options that I’ve created for employees in my organization:

- work with HR and see if there is a job rotation program that you can participate in within your own company
- talk to your manager to see if you can take on a BD deal as part of your current role – it’s a "try before you buy" on the part of both the BD leader and your manager wins b/c they will still have you for a certain period of time before you transition over.
- identify a BD leader that you admire, ask them if they can play a role as your mentor and get more feedback and advice from them. Although this doesn’t get you into a BD role, it helps you network within that community and gives you a great perspective on the needs of the role
- meet with someone in recruiting and see what the skills are for hte new role and address any gaps you may have with on the job training or curriculum training.

Been studying up on the two and find that many authors seem to be using the terms interchangeably.

Small Business Development Centers (SBDCs) are usually affiliated with the local community college, and offer classes in starting and running your business. One VERY good class some of them offer is the NxLevel Entrepreneurial Training, a 12 session course that walks you through the ins and outs of starting or growing your business, and as part of that you will write a business plan. At the end of the class your plan will be reviewed by a lending professional, and will be critiqued, telling you the strong points of your plan AND the weak points. SBDCs are tax supported and accept all applicants.
